POWERBASE will provide the foundational groundwork for future procurement processes ensuring that Emergency Response Organisations (EROs) are equipped with highly innovative low-emission energy solutions for Emergency Shelters (ESs) and Bases of Operation (BoOs) that meet their real operational needs (reliable, self-sufficient, mobile, economical, improved workplace conditions, etc.), in the decades to come.

Specifically, objectives are:

  • To describe needs and requirements along representative and relevant scenarios
  • To provide a State-of-the-Art analysis of energy solutions and technologies
  • To increase innovation uptake of European public procurers
  • To raiseĀ  awareness of POWERBASE and foster stakeholder engagement

Europe-wide needs and requirements for renewable energy supply

To describe Europe-wide needs and requirements for renewable energy supply

POWERBASE will describe the Europe-wide unmet needs for (innovative) renewable energy supply and related functional and operational requirements along representative and future-relevant emergency response scenarios, involving ESs and BoOs. POWERBASE will develop 3 future-relevant and 6 subscenarios with different climatical conditions and terrains, and obtain feedback from at least 32 EROs in 10 countries to define a catalogue of functional and operational requirements.

To provide a State-of-the-Art analysis of energy solutions and technologies

POWERBASE will provide a holistic State of the Art (SOTA) analysis of commercially-available, renewable, mobile energy solutions and of promising technologies in research and development, to identify and outline in detail a potential supplier group of 50 organisations to meet the specific needs of emergency response activities and to confirm the ongoing relevance of the identified technology gap of POWERBASE.

Increase innovation uptake of European public procurers

To increase innovation uptake of European public procurers

POWERBASE will increase the capacity of European public procurers in accelerating innovation uptake by providing information and exchange on legal and administrative issues and deliver a full set of tendering documents and training for an upcoming pre-commercial procurement action, reaching 32 EROs. An Open Market Consultation will be conducted with 65 participants. A full set of PCP tendering documents will be delivered.

To raise awareness of POWERBASE and foster stakeholder engagement

POWERBASE will raise awareness about the objectives, scope and results of POWERBASE and foster cross-sectoral stakeholder engagement, while continuously exchanging information about end-user needs and potential solutions, to pave the way for future renewable mobile energy solutions uptake.
