POWERBASE brings together 12 partners from 10 countries: a unique mix of emergency response organisations, research institutes and experts in humanitarian aid, civil protection, legal aspects of procurement, project management and dissemination.
POWERBASE is coordinated by the German Federal Agency for Technical Relief (THW), and brings together the European emergency response organisations Austrian Red Cross, Swedish Civil Contingencies Agency, Ministry of Interior France, Ministry of Interior Italy, Hungarian Charity Service Of the Order of Malta, Slovakian Samaritan Association and the Dutch national Fire Department. Their expertise is complemented by leading research institutes, procurer organisations and legal experts Fraunhofer Gesellschaft (Germany), Center for Security Studies (Greece) and Vieira Procurement Legal Services (Portugal), as well as management consulting and dissemination experts – ARTTIC Innovation GmbH (Germany).

About
The Ministry of Interior – Department of Fire Corps, Public Rescue and Civil Defence (CNVVF) organizes and provides prevention, rescue and relief services activities in case of natural calamities or technological disasters. CNVVF carries out the following tasks: a) fire prevention and extinction and – in general – all emergency technical operations for the protection of human life and property; b) fire rescue in main national civil airports and harbours; c) training and deployment of units for the safeguard of civil population in case of natural disasters. CNVVF carries out yearly some 630,000 interventions, while for its fire safety tasks it examines 200,000 technical projects, surveys 40,000 sites and approves 1,700 products and equipment items.
Role in the project
As a User, CNVVF will support the definition of scenarios as well as requirements identification, definition, validation, collaborating with the local EROs, conducting local workshops and capability gap analysis in WP2, attending training sessions in WP3, building the community of end-users in WP4. As a Procurer, CNVVF will be involved in trainings and providing inputs for the procurement strategy.

About
Austrian Red Cross (AutRC) is a NPO based on the Red Cross law in Austria. It is guided by the fundamental principles of the International Red Cross and Red Crescent and implements its humanitarian activities with the aim to help the most vulnerable in society by support of volunteers (AT: more than 75,000) and employees (AT: more than 10,000). AutRC is mandated by authorities at all levels (district, regional, national) to be in charge of Command and Control of emergency medical and psychosocial situation. In the field of civil protection AutRC is providing the following services to the public – mandated by law – all over Austria: Emergency Medical and Ambulance Services, First-Responder Services, Humanitarian disaster relief, Psychosocial Support, First Aid-Trainings, etc. AutRC is a very active actor in civil protection in Europe and has a remarkable record of project-work on international, European and national level, both as coordinating as well as participating beneficiary.
Role in the project
Austrian Red Cross (AutRC) focuses on unmet needs and requirements for low-emission power supply in disaster operations, relying on its long-lasting experience in emergency operations – contributing perspectives from Emergency Medical Teams, Bases of Operations and (Emergency) Sheltering (WP2). Therefore, AutRC leads task 2.2 “Common requirements, need identification and definition” and the related “Functional Requirement Report”. Furthermore, AutRC is involved in procurement preparation (WP3), contributing its experience from previous pre-procurement projects, and also participates in activities for Stakeholder engagement and Dissemination (WP4).

KEMEA
Center for Security Studies
About
The Center for Security Studies (KEMEA) is a think tank on homeland security policies and a public research organization established in 2005 (L. 3387/2005) within the Hellenic Ministry of Citizen Protection, aiming to support security policy implementations and civil protection consultation in Greece at a strategic level. Meanwhile, it constitutes the national Contact Point with the European Commission regarding Critical Infrastructure (CI) Protection according to EC 2008/114 EC Directive. Main role of KEMEA is to bring together national LEAs, First Responders, Civil Protection stakeholders, Critical Infrastructure operators and other involved parties in the disaster management cycle and society’s security and resilience, so as to enable them to collaborate, to exchange experiences and built synergies. The activities KEMEA is involved in, include: (a) Certification of private-security professional practitioners at national level; (b) Research and development in the context of National and European projects in the topics of physical and cyber security, civil protection and critical infrastructure protection, in close cooperation with Law Enforcement Agencies (LEAs), working under the auspices of the Ministry of Citizen protection, civil protection national and regional authorities; (c) Training of practitioners from public services and organizations in new systems and technologies supporting security and civil protection activities; (d) Organization of table-top and field exercises to test and evaluate preparedness and response of public services, organizations and authorities to emergencies and crises.
Role in the project
KEMEA plays a dual role in the POWERBASE project: Primarily, it leads the procurement preparation (WP3), thanks to its vast experience in Pre-Commercial Procurement (PCP) EU funded projects, in which it has often acted as Lead procurer. Its legal experts will be involved in the preparation and publication of Prior Information Notice (PIN) in TED-eNotices based on the outputs of WP2, followed by an open market consultation. The market and cost analysis from this consultation will lead to the drafting of the tender documentation and the development procurement strategy. Moreover, KEMEA, thanks to its expertise in Emergency Management & Civil Protection, will contribute significantly to the scenarios development, operational requirements definition and SOTA review of available solutions (WP2). Additionally, KEMEA is leading the end-users/suppliers community creation with dissemination efforts (WP4). It is also expected to provide training in public procurement and GDPR and engage in conference panels’ moderation, workshops organization and lecturing.

The Samaritan Slovakia is a civic association, founded in 2005 and bringing together voluntary members throughout the whole Slovak Republic. The activity of ASSR is generally aimed on helping people in need whenever disaster or humanitarian emergency occures, but also providing services that makes life easier especialy for people with impairments.
Role in the project
ASSR has a leading role in Work Package 2, precisely Task 2.1. It also brings expertise from the field as a member of a certified Union Civil Protection Mechanism team – Temporary camp and many others’ experiences from the shelter and campsite.

About
The Federal Agency for Technical Relief, or Technische Hilfswerk (THW), is a federal agency specialised in providing technical and humanitarian assistance. Its 88,000 trained volunteers help in the wake of natural disasters, accidents and other emergencies in Germany and abroad. The areas of operation are diverse, ranging from search and rescue after earthquakes through flood control to technical assistance for critical infrastructure. With specialised technical units and modern equipment, THW assists in many emergencies, ensuring the population’s safety. 2,100 paid employees are THW’s backbone, supporting the volunteers as they carry out their operations.
Role in the project
THW will be the coordinator of POWERBASE project. Apart from providing leadership and guidance, it will contribute its extensive crisis management expertise and network with practitioners from all over the world and will actively disseminate about the project and lead the exploitation effort.

The Fraunhofer-Gesellschaft, based in Germany, is a leading applied research organization that currently operates 76 institutes and research units throughout Germany.
Next to a unique expertise in radiation effects, the Fraunhofer Institute for Technological Trend Analysis INT offers scientifically-based judgment and consulting across the full spectrum of technological developments and their interactions with social and economic issues. Based on this, the institute conducts technology-oriented innovation research, enabling long-term strategic research planning.
For 50 years, FhG has been a reliable partner for the Federal Ministry of Defense. Additionally, FhG successfully researches and consults for other civilian public clients and companies, both nationally and internationally. Its research portfolio includes renewable energy topics since 2011, and e.g. covers the involvement in the EDF projects INDY and NOMAD with the aim of reducing emissions for European remote military camps.
Role in the project
FhG is the scientific lead of POWERBASE, providing oversight and support to other project partners to optimize the scientific robustness and validity of the project activities.
In addition, FhG is leading WP2 Capability Gap Validation, which will analyse and match the available and upcoming market with the operational needs of Emergency Response Organisations EROs to enable the transition to and implementation of renewable energy supply solutions. By bringing in its long-standing expertise related to renewable energy technologies, FhG is responsible for the scouting and evaluation of relevant solutions on the market and in development, the subsequent comparison with the functional requirements and the resulting gap definition.
Based on the strong network of FhG, it will also contribute to the external cooperation of the project, as well as to the cross-sectoral dissemination and exploitation of the POWERBASE outcomes.

The founding Partner, Filomena Vieira, was a teacher at the Faculty of Law for more than 15 years, has 25 years experience in European Funding and is the Portuguese Laywer of EAFIP – European Assistance for Innovation Procurement.

Gezamenlijke Brandweer (GB), known as the Joint Fire Department, is a partnership between the Municipality of Rotterdam and roughly sixty companies in the city’s port and industrial area. They provide firefighting and emergency services, with funding contributions from both member companies and the municipality. Additionally, they’ve taken on the responsibility of managing a company fire brigade on behalf of affiliated companies.

In POWERBASE, GB provides expertise of requirements of emergency response operations for power supply under different circumstances, and contributes to scenario definition, needs assessment and prioritisation (WP2).

Role in the project
ARTTIC leads WP4, dissemination, communication, exploitation and stakeholder engagement. It plans and facilitates dissemination, communication and exploitation strategy and develops adequate tools to support these activities. It also supports THW in daily management and administrative tasks (WP1) to ensure the collaboration is working efficiently, the project is properly monitored, and decisions and actions are prepared and taken according to the project´s progress. ARTTIC provides methods, tools and operational support to facilitate the collaboration within the consortium.

For the POWERBASE project, it is composed by the Directorate for International Cooperation (DCIS) and by the Directorate for Performance Assessment, Finance and Property (DEPAFI).
Role in the project
As an end-user in the POWERBASE European project, the French Ministry of Interior plays a crucial role by providing practical insights, operational needs, and real-world challenges related to internal security and public protection. The Ministry ensures that the project’s technological developments are aligned with actual field requirements. Through its involvement, the Ministry tests and evaluates these innovations in real-life scenarios, offering feedback to improve their effectiveness, usability, and compliance with national regulations. Its participation ensures that POWERBASE solutions are applicable, reliable, and capable of enhancing internal security operations across Europe. In order to take part in the use case definition, the French Civil Protection is particularly involved on sharing its experience.
