Open Market Consultation

POWERBASE will prepare for future procurement processes to equip Emergency Response Organisations with highly innovative lowĀ­-emission energy solutions for Emergency Shelters (ES) and Bases of Operation (BoO) that meet their real operational needs (reliable, self-suffiicient, mobile, economical, improved working conditions etc.). Based on Europe-wide needs assessment and analysis of the State of the Art (SOTA), market feedback will be collected to understand if suppliers are able to satisfy the unmet needs. An open market consultation (OMC) will take place through:

The Open Market Consultation will optimise of the requirements catalogue, complement the SOTA analysis, and will allow POWERBASE to decide on participation in future PCP or PPI processes.

Information for suppliers

POWERBASE will prepare for future procurement processes ensuring that emergency response organizations are equipped with highly innovative low-emission energy solutions for Emergency shelters and Bases of operation that meet their real operational needs (reliable, self-sufficient, mobile, economical, improved workplace conditions, etc.), in the decades to come.

Functional and operational requirements of energy supply for bases of operation and emergency shelters will be assessed in three scenarios:

  1. Wildfire on a Mediterranean island in very hot climatic conditions
  2. Cross-border flooding in central Europe with a high number of displaced people and large scale destroyed critical infrastructure in winter
  3. An Earthquake in a rural Himalayan region with complex logistics

Information for buyers

POWERBASE will analyse the needs of emergency response organisations and other end-users for low-emission, mobile power supply.

During the project’s lifetime, we will conduct at least two open events in which we expect participation of and contribution from external stakeholders, both end-users and suppliers. In January 2025, 10 national workshops will take place (in Germany, Austria, Sweden, France, Italy, Hungary, Slovakia, Netherlands, Greece, Portugal) in which we expect feedback by external members of Emergency Response Organizations on the specific operational environment related to the power supply of ESs and BoO under given emergency response scenarios.
