This deliverable provides a comprehensive overview of dissemination and communication activities that were organized in the course of the POWERBASE project, and describes how the project employed its communication and dissemination strategy to reach out to various stakeholders.

Deliverable D2.5: SOTA report and actors map V2

This deliverable presents the methodology and findings of the State of the Art (SOTA) Review and Capability Gap Validation. This document includes concise technology fact sheets that detail technical performance, functionality, and preliminary evaluation of basic requirements. Additionally, an overview of relevant suppliers and their products is provided. The report further incorporates a patent analysis and presents the results of a supplier survey, offering insights into the availability, scalability, and compliance of current solutions with end-user requirements. Finally, the document includes a matching between end-user requirements and the performance indicators of the reviewed technologies.

Deliverable D4.2: Exploitation strategy and plan incl. lessons learned

The Exploitation Strategy and Plan incl. Lessons learned provides an overview of the project“s results and lessons learned, exploitation routes, with special emphasis on the route towards innovation procurement, and activities to support the exploitation. It further presents a strategy on how to make optimal use of them and describes how stakeholder benefit from the project.

Deliverable D2.3: Final Functional Requirements Report

D2.3 Final Functional Requirement Report is built on D2.2 Functional requirements report v1 (from February 2025) and offers a prioritized and specified description of the end-user needs and requirements for solutions supplying energy. The updated needs and requirements have been specified in several steps from prioritization workshop to surveys within the consortium and with EU Member as well as UCPM participating
states.

Deliverable D3.5: Procurement Strategy Document

The Procurement Strategy Document outlines the methodological approach adopted by the Consortium, based on the findings gathered during the preparatory phase. It sets out the rationale for selecting the PCP process and describes the overall procurement strategy, including the procedural steps, governance structure, evaluation methodology and contract management to be applied throughout the PCP lifecycle.

Deliverable D3.3: Business case and cost analysis

This document presents the results of the Business Case and Cost Analysis. It provides an in-depth assessment of the current energy supply systems used by civil protection stakeholders and evaluates the economic justification for investing in innovative, modular, and sustainable alternatives. The findings form the basis for estimating potential future investments and help define the path towards a future PCP process.

Deliverable D3.2: Report on OMC

The present report presents the process of the Open Market Consultation (also referred to as ā€œOMCā€), together with the input from external parties. This document provides (i) an overview of the important role played by the Open Market Consultation in the procurement process, (ii) a presentation of the Open Market Consultation events and their expected impact, (iii) an analysis of the feedback collected through the activities organised during the Open Market Consultation and (iv) recommendations for future innovation procurement.

The “SOTA Report and Actors Maps V1” presents the methodology and initial findings of the “POWERBASE State of the Art (SOTA) Review: Research and Existing Solutions.ā€ This document includes concise technology fact sheets that detail technical performance, functionality, and preliminary evaluation of basic requirements, such as logistics. Each fact sheet offers a snapshot of technologies relevant to a low-emission energy supply system, primarily focusing on commercial off -the-shelf solutions, while also highlighting emerging solutions in research and development. Additionally, they provide an initial overview of relevant suppliers and their products or research.

Deliverable D2.2: Functional Requirements Report v1

D2.2 Functional Requirement Report version 1 (Final version due in M12) offers a detailed description of the end-user needs and requirements for solutions supplying energy. The given needs and requirements have been collected in workshops within the PERO (POWERBASE Emergency Response Organisations) and EERO (External Emergency Response Organisations) community in workshop settings (1x WS 2 online and 9x national WS3 in person).

Deliverable D2.1: Emergency Response Scenario definition

The ā€œScenario Definitionā€ deliverable provides detailed descriptions of three common emergency response scenarios developed within the POWERBASE project, focusing on wildfires, floods and earthquakes. It outlines the characteristics and energy demands of bases of operations and emergency shelters associated with each disaster, indicating the potential challenges in providing power to camps.

Deliverable D1.1: Project Management Handbook

The POWERBASE Project Management Handbook is intended to support partners in the effective and efficient administrative and financial management of the project. It describes the project management and collaboration processes and tools in POWERBASE. The handbook is provided in complement to official documents (Grant Agreement and its annexes, the Consortium Agreement) which in case of conflict or uncertainty, supersede the Project Management handbook.

The Dissemination and Communication Plan outlines the measures to increase public awareness of the POWERBASE project and its results. The plan describes extensive stakeholder engagement measures based on tailored communication activities and a comprehensive dissemination strategy for the entire duration of the project.

Twelve emergency response and research organisations have joined forces to prepare future procurement of renewable energy technologies to set the path towards low-emission emergency operations and significantly improve workplace and accommodation conditions of emergency responders and sheltered people. The project officially kicks off today in Frankfurt am Main, Germany.

Zwölf Nothilfe- und Forschungsorganisationen haben sich in POWERBASE zusammengeschlossen, um den Weg für emissionsarme Katastropheneinsätze zu ebnen. Das Projekt gibt den Anstoß für die Entwicklung und Beschaffung von moderner Technologie für Versorgungscamps und Bereitstellungsräume. Durch die Nutzung von erneuerbaren Energien sollen dabei die Arbeits- und Unterkunftsbedingungen von Einsatzkräften und Schutzsuchenden deutlich verbessert werden. Das internationale Projekt-Konsortium startet das Forschungsprojekt POWERBASE heute offiziell in Frankfurt am Main.

On 12 June 2025, the EU-funded POWERBASE project held its Open Market Consultation—a key step towards procurement of mobile, renewable energy solutions for emergency response.
During the OMC event, the consortium presented its objectives, needs & requirements and state-of-the-art analysis, whereas 11 suppliers presented their solutions.
